Can you actually give it to Pokemon? I thought it was counted as a key item so you wouldn't be able to do that.

In Crystal, Teru-Sama 46 became the Clear Bell, Teru-Sama 73 became the GS Ball, Teru-Sama 74 became the Blue Card, and Teru-Sama 81 became the Egg Ticket. (Those numbers are in hexadecimal, btw.)

There's a glitch in Pokemon Stadium 2 that attaches it to a Pokemon sometimes. I've never done it myself, but I believe it entails trading between two RBY games via Stadium 2 and checking PC Box 14 (because GSC has 14 PC boxes even though RBY only has 12).

Put simply... no. Teru-Sama and the GS Ball are two different things.

Activating the Celebi event is not possible at all in Gold and Silver, because it doesn't exist in those games. Activing the Celebi event is possible in Crystal, but it requires the item GS Ball, not Teru-Sama.

teru samu is actually an actual item. its the japanese version of the gs ball.

No, trsrockin is full of myths.  The GS call is in crystal and the teru-sama is the G/S equivalent to ????????? of 3rd/4th gen.
