Sliph co glitch city

First catch 'm(or missingno.). If you haven't beat the elite 4 yet, do so. Battle any wild pokemon. Then go to sliph co. and log on to the computer. look at 'm's stats. Then check the Hall of Fame. Then log out. Then you should be in glitch city.

Testing this right now. I believe you probably just need a glitched Hall of Fame instead of the first few parts, correct?
Yeah you do just need a glitched Hall of Fame, but still an 'M in the PC. Anyway, this glitch kind of worked for me. It turned all glitchy only when I used the PC, but when I logged off again and tried to move around I couldn't move, so I just guess it got cloaked. Approved.

Looks fun. A another Glitch City, huh. Hmm, wonder how far you can go. Maybe it's best to take a Escape Rope, or a Pokemon with Dig/Teleport incase you get stuck.

By the way it also turns all glitchy again in other menus. NEVER save after executing this glitch.
