Glitch script in Lorelei's room that acts like 4F

Script 0x12 in Lorelei's Elite Four room executes code from DA39, which is close to 4F execution point of DA47. Like 4F, this script executes Daycare data, which the added requirement of having good data in your game time and Safari Balls. This script has no use that 4F doesn't have, it's simply down to preference.
I've been a fan of Pokémon since my first game. That was Platinum, though. Ever since then, I've played every single generation of Pokémon at least once and got into glitching them when I got RBY. Oh boy, the fun times that I had as a kid... I <3 GLITCH CITY LABORATORIES for bringing back my childhood!

How would one go about triggering this without having ACE in the first place?

i'm also on keybase and bitchute but i don't have nifty buttons for those. Bitchute isn't ready yet, but will be eventually.

Expanded PC. I don't remember which item it is at the moment, but most map script values are in the range of the expanded PC.

No. You change the script by changing an item in the expanded PC before you enter Lorelei's room. After doing this, entering her room triggers the script.

Follow-up question: why, when 4F or 8F or ws m are basically better in almost every way, being portable and all? Yes, more ACE entrypoints means more holes in the game, but damn...
